Introduction

Missing evidence is often the real reason a case stays open

This creates a major problem for probability scoring systems. A numerical estimate assumes that investigators understand the key variables well enough to model them. In many UFO reports, they do not.

Typical missing elements include:

• No reliable distance estimate
